I tested it and it started up at 3733 too. I adjusted the FCLK frequency to 1800, assuming the second XMP profile is 3600 cl17 as stated.

Review the timing settings; if it's CL39 then it should work, but why isn't it 3600? Look at the CPU-Z profiles and see what XMP-2 supports.
