I handled them one by hand, just three at a time since the last two failed—they were too high. I set CAS latency and RAS to match the precharge values of the last two, which worked but now I’m stuck on 3600 cl17 instead of 3600 cl18. I think there might be an issue with the BIOS.

Consider adjusting the SOC to 1.1 and DRAM to 1.35, then test 3200 using XMP, proceed to 3600 with those settings, and finally try 3733. At 3733, set the FCLK to 1866 and verify functionality.

Regarding FCLK, you can set it to auto or manually adjust it to half of 3200. For timing, check the specifications and ensure they match your needs.
