You've already turned off MRC Fast boot, which is a positive step. VTT DDR could be worth experimenting with. You're handling the adjustments on your own, figuring out how much and in what direction to change things. I've learned that using a significantly higher DRAM voltage can help if you keep it below the standard 50%. Tweaking RTL and IO-L might improve latency, though it often causes me a lot of headaches trying to set those values correctly. You might want to adjust the round trip IO compensation setting by one unit at a time to observe any improvements in RTL performance.
Avoid adjusting unrelated settings like pch volts or xclk. CPU VTT doesn’t affect RAM OC.
Adjustments aren't needed, 1.35vcore should sit near the high end of daily voltage. You'll notice they're very hot.
