Follow these instructions to check your current settings: open Start, search for "Power & sleep settings," select "Additional power settings," then choose "Change plan settings" next to your selected plan. Proceed to "Change advanced power settings," expand "Processor power management," and set the Maximum processor state to 100%. This allows your CPU to operate at the advertised speeds.
