It might come from your device, your network equipment, your internet provider, or even the servers handling Steam games. I’m closer to the LA server in Southern California, but I prefer the San Diego server for its stability and lower traffic. Open your Steam client, click on "Steam" in the top left, select "Settings," then navigate to the "Downloads" section. You’ll see a "Download Region" option with a dropdown to pick any Steam server.

It looks like the result might be steam, similar to what happened with origin, though it ran a bit slower. It seems stable. I’ll give it another shot.
