Checked the download speed on Origin; it was decent but not ideal. For Steam, try restarting the client or updating the game to see if that resolves the issue.

Steam doesn't limit download rates. Your bandwidth is what you pay for, which translates to roughly 3 megabytes per second. Each bit equals one byte. For instance, with AT&T U-Verse, you pay for 75 megabits down and 6 megabits up, but when downloading via Steam you often receive 9-10 megabytes depending on the time. Dividing 75 by 8 gives about 9.4, meaning your ISP permits some speed spikes because there’s no congestion in your area. You can also check online calculators for "megabit to megabyte" or use simple math: divide your megabit connection by 8 to get megabytes, or multiply megabytes by 8 to convert to megabits.
