It isn't, there is an optional update that includes the 'get windows 10' app. I had exactly the same problem as you and thought it was up to date because I have auto-updates on.

I'll stay in the insider ring for a bit, making sure everything runs perfectly before I upgrade my 8.1 key. I'll keep my Windows 7 Ultimate key for now.

I won’t install it on day one since I don’t own a personal PC yet. I sold my old desktop last month and my work laptop has been used as my main device ever since. I plan to purchase a Dell XPS 13 2015 edition around August 1st, which means I should have Windows 10 ready by the first week of that month. I’m holding off on buying until then because I want the OS pre-installed.

I'm really excited about this new build I tested using a VM. The operating system looks great, especially for DX12. I appreciate the updated start menu and how I managed to make other folders visible. It feels customized just the way I want it. The ability to change UI colors based on wallpaper is a nice touch. I'm a bit puzzled though—do they actually have mobile games in their app stores? I found Sonic Dash working well in the VM with minimal graphics issues, but I performed better on keyboard input than on a phone. I’m still checking other apps; they seem to be running on Windows 8/8.1, which should get an update to Windows 10 soon for a much smoother experience.
