Hello. Earlier, I purchased a laptop with Windows 8.1 and upgraded it to Windows 10. Now I’m planning to assemble a new desktop PC. I found online that you can get the Media Creation Tool from Microsoft to make a bootable USB for Windows 10. My question is, when I boot from the USB, will I run a licensed version of Windows 10 or do I have to buy a new license?

Your Windows license is tied to your physical device, meaning you'll need to purchase it for your new PC. Look into kinguin for better deals.

You'll probably need a new license since the ones with laptops and prebuilt units can't be moved to another computer.

Thanks VVoltor. I noticed the product page for Windows 10 Pro OEM key on kinguin. I’m curious about why this version is so affordable when Microsoft lists it at $199.

Yes, you need a valid Windows 10 Home license key because you have a bootable USB with Windows 10 installed.

You don't require anything extra. Your license is stored in your UEFI. You can either use RWEverything (a free app) to view it, or use any W10 installer—such as a USB Pendrive or DVD with a W8.1 key—and it will install without needing a serial number, as it reads directly from the UEFI. If you're unsure about creating a USB drive, just let me know. It's quite straightforward.
