Hello. Earlier, I purchased a laptop with Windows 8.1 and upgraded it to Windows 10. Now I’m planning to assemble a new desktop PC. I found online that you can get the Media Creation Tool from Microsoft to make a bootable USB for Windows 10. My question is, when I boot from the USB, will I run a licensed version of Windows 10 or do I have to buy a new license?
You'll probably need a new license since the ones with laptops and prebuilt units can't be moved to another computer.

Since most software functions globally (only a handful of games are region-restricted), they can sell them at minimal margins on platforms such as Kinguin. This approach is entirely legal, and I’ve acquired several titles along with my Windows license, making recommendations safe.
You don't require anything extra. Your license is stored in your UEFI. You can either use RWEverything (a free app) to view it, or use any W10 installer—such as a USB Pendrive or DVD with a W8.1 key—and it will install without needing a serial number, as it reads directly from the UEFI. If you're unsure about creating a USB drive, just let me know. It's quite straightforward.
