It seems strange that fans are disabled. Are you sure the MSI Center is installed? The fan controller might be faulty, but I haven't reached out to MSI support or the vendor yet.
I’d look for the newest VBios and attempt to replace it. It seems fans might be turned off, but you should be able to locate it in the MSI Center Live update.
