It functioned previously after relocating a PCI-e device. A cable ended up in the fans area, which led to issues. After powering off the PC and moving it, I tried restarting it but only got a grey screen. Removing the unrelated device didn’t help. Despite testing with Haiku OS, my hard drive wasn’t detected, so I turned it off again (an unrelated problem resolved). It hasn’t turned on since. I’m currently using a Xeon CPU without an integrated GPU.

You might want to remove and swap the display cable at each end, reinstall the GPU. After turning it off and then plugging in, do you see a BIOS screen or does it immediately turn black?
I have checked my components on the PC part picker site, but my GPU isn’t listed because it’s a refurbished Restick. I’m unsure which original version it was. I’ve swapped out the HDMI cable and re-seated the GPU multiple times, but nothing changed. The other parts functioned normally together.

I've checked all possible solutions but might have overlooked something simple. The motherboard didn't emit a beep five times, even with an IGPU setup and a Celeron processor. After fixing it, the issue changed—now it only beeps when trying to access the hard drive, then stops working entirely. I unplugged and plugged it elsewhere, but the motherboard still displayed a warning about the GPU not being seated properly. Reseating it didn't help; it just turned off completely.
I only possess a single additional GPU that supports DVI output, but I lack the appropriate DVI cable, preventing testing.
