It seems your CPU is consistently using a lot of power even when idle. When you open browsers or apps, it jumps to high usage, sometimes reaching 95%. This behavior differs from your other machine, which stays around 40-50% under load. Could there be something specific about your setup or software that’s causing this?

Windows 11 uses a lot of CPU power, but that still feels odd to me. To put it in perspective, my 10700 is running at about 5-10% usage while I’m typing this with only a few browser tabs and Teams open. A 9700K shouldn’t be that much worse off even without HT. Take a look at the processes that consume the most CPU as @Kilrah recommended, and consider a malware scan if manual checks don’t reveal anything clear.
