Windows performance percentage is more about how much resources are being used over time, not how much work is actually completed. The 9700K lacks HT support. If it existed, it would perform identical tasks while displaying only half the resource usage percentage.

Fast Startup appears to be active. You shut down the PC only after that, not during operation. If restarting resolved the high CPU load, turn off Fast Startup.

It's odd. My task manager for 11:25 AM shows progress in small steps of 0.9%, though not consistently. /ot --- Running a malware scan occasionally makes sense.

Confirmed briefly and found fluctuating results from 0% to 2% (excluding resource-heavy programs). Probably a virus running in stealth mode on an OPS PC. Reason likely tied to memory usage patterns.
