I'm looking for some guidance. I began my first build using a b550m steel legend with a refurbished Ryzen 5 3500 from an OEM machine. I also have functional DDR4 3200mhz RAM. The issue is that when testing it outside the case, the CPU and RAM diagnostics are active, but the system fails to start. Would clearing CMOS help? I've been told my CPU is compatible. Also, I have a working 1660ti.

It appears you're asking about how something is attempting to initiate or begin. Could you clarify the context so I can provide a more accurate explanation?

The system remains completely inactive for extended periods, not just briefly.

Place the board onto the box without the bag, and it remains powered on.
