You might use the paperclip test on the power supply to check its stability. Also, try removing the CMOS battery and disconnecting the board from the PSU for some time—perhaps it failed due to too many startup attempts while in the conductive bag.

The Psu arrived with a jumper that doesn't engage completely, only partially engaging before stopping.

You're checking connections to see if the power is active, not just observing the fan. The fan needs heat from the unit to keep running.

I'm not picking up any audio, but it looks like the board and GPU are getting power. The CPU and RAM still seem to be having issues. I'll try the CMOS reset again tomorrow morning.
