I only require consistent frame rate, I already have 50 to 60 but the stuttering and FPS drops are the problems.

Obtain a new ram. You can't increase the speed of your existing ram, and 8GB isn't sufficient.

if you have extra funds later, consider getting a proper GPU as well.
the essential spec for PUBG is a GTX 960.
