I believe it's a positive outcome! Numerous users will reach out expressing frustration over hitting their quota, urging ISPs to switch providers, and pressuring them to enforce limits. However, in a more serious perspective, examining my own bandwidth usage shows no significant changes compared to earlier months. (The day I reinstalled two Windows versions and upgraded to Windows 10 was August 6 and 7.)
