I believe everyone shares this feeling. I refer to it as "enthusiasm." My wife sometimes labels me as "obsessive" or "annoying" while I'm working late at 2 a.m., but I know not everyone grasps it.

It seems frustrating when you can update but aren’t given a chance to upgrade further, like being stuck at version 1803 while the latest is 1903.

Checking your drives carefully could help—consider removing one or more internal drives to see if the error persists. This will let you determine whether the problem lies with the C drive, the 2 TB hard drive, or the smaller SSD.

I just upgraded from 1803 to 1903 using the ISO file from MS. You can start from the ISO and use the upgrade feature to install it. I selected the upgrade option. Running it on a USB inside Windows causes the error you described because it's stored on a USB drive. You won't need to remove anything if you boot from the USB and proceed with the upgrade. Alternatively, you could mount the ISO in Windows and upgrade it from there.

I attempted to start from the USB and upgrade, but it reported an error indicating it couldn't proceed without being inside Windows. I plan to mount the ISO file next.

I'm still facing another issue. After Windows rolled back following BSODs once more, I got a message saying: "We couldn't install Windows 10 We've set your PC back to the way it was before you started installing Windows 10 0xC1900101 - 0x30017 The installation failed in the FIRST_BOOT phase with an error during BOOT operation." It then directs me to a troubleshooting link. I believe the problem might be related to a driver conflict, especially since my Oculus Rift and its sensors are connected. It seems Windows isn't detecting that hardware properly. Outside of the usual peripherals like mouse, keyboard, monitor, and storage, only these devices are active right now. My next attempt will involve disconnecting everything and trying again. It's 2300 hours now, and my wife is trying to sleep, so I'll likely postpone this try until morning. Thank you all for your assistance, and feel free to share any ideas in the meantime—I'll check back before I give another go.

The Phenom X4 operates smoothly at 1903 with no problems. I performed a clean installation, but it should work perfectly on the OP's system.
