I just upgraded from 1803 to 1903 using the ISO file from MS. You can start from the ISO and use the upgrade feature to install it. I selected the upgrade option. Running it on a USB inside Windows causes the error you described because it's stored on a USB drive. You won't need to remove anything if you boot from the USB and proceed with the upgrade. Alternatively, you could mount the ISO in Windows and upgrade it from there.
I attempted to start from the USB and upgrade, but it reported an error indicating it couldn't proceed without being inside Windows. I plan to mount the ISO file next.
I'm still facing another issue. After Windows rolled back following BSODs once more, I got a message saying: "We couldn't install Windows 10 We've set your PC back to the way it was before you started installing Windows 10 0xC1900101 - 0x30017 The installation failed in the FIRST_BOOT phase with an error during BOOT operation." It then directs me to a troubleshooting link. I believe the problem might be related to a driver conflict, especially since my Oculus Rift and its sensors are connected. It seems Windows isn't detecting that hardware properly. Outside of the usual peripherals like mouse, keyboard, monitor, and storage, only these devices are active right now. My next attempt will involve disconnecting everything and trying again. It's 2300 hours now, and my wife is trying to sleep, so I'll likely postpone this try until morning. The Phenom X4 operates smoothly at 1903 with no problems. I performed a clean installation, but it should work perfectly on the OP's system.
Recent changes: I removed everything except internal storage, keyboard, mouse, and monitor. Updates still not arriving. I plan to disconnect the 60TB SSD next and keep only mass storage and Windows drive for a clean reset. Anyone have suggestions or hints? A full wipe might be an option—I’m avoiding extra external drives for backup.
I'm using an Asrock x79 Extreme9 motherboard with an Intel Core i7-3820 CPU at 3.60GHz. Everyone else has the same problem. I had to perform a clean install of 1803 because upgrading wasn't possible, and after that I tried 1809 but still got the blue screen with the same error. I think I'll need another clean install—avoiding version 1903 since some system settings don't work there. I've already cleaned out my graphics drivers, updated via USB, and reinstalled multiple times without success. The driver issue remains unclear.
