I've discovered it's working again after a lot of work and attempts. Putting the GPU back in and the RAM sticks back in made it start completely. Probably because of clearing the CMOS and taking out the battery. Thanks for the advice!

I wasn't even sad about missing the PC for two days. I figured out that my R9 270X has voltage unlock, and all the symptoms of failure before it stopped seeming to vanish too. Now I'm just testing to see if my driver will crash. Cross fingers ;P
