The motherboard must support F2 or newer BIOS versions. With only F1, you're limited unless you locate a shop carrying Ryzen 7 1700, 1700X, or 1800X. If it's your board, consider purchasing a new B450 after the $50 update fee. Also note that if your CPU lacks video support, your A320 video outputs won't function properly—use a compatible graphics card instead.
You're connected to your GT710 Video card via monitor cable, right? Some people attempt to connect directly to the motherboard, but that only works with a Ryzen APU. Also, after resetting, you need to unplug it and bleed power off. Have you tried using one stick of RAM in the correct socket? The website lists F1 compatibility for the Athlon x4 950. It's possible a pin was bent when installing the CPU—JayZTwocents on YouTube showed someone breaking the pins on a Ryzen 3700X and couldn't repair it.
