In fact, during the OCCT test my PC would crash, but not when playing games. Perhaps because I haven't run it long enough yet, but I'll keep updating. For now, my 4.5ghz overclocking is still working!

Type in 43 for the all core multiplier instead of 45 in the first step. That certainly should work.

If your PC doesn't crash during normal gaming sessions, you might consider keeping it at 45 degrees. Your temperatures are stable between 45 and 63 degrees while playing, so it seems safe to stay there.

Eventually, the necessary voltage boost for the subsequent 100MHz will follow a parabolic trend. Ensure the voltage rise does not exceed 1.3V.

So then i need to test it at 0.01V and if it crashes on OCCT, I try 0.02V then 0.03V and keep going until it doesn't crash.

If you experience intermittent crashes at -0.01V offset, try increasing it to +0.1V (making sure the CPU receives more voltage but not exceeding 1.3V total). If that resolves the issue, test with a +0.05V offset.

alright so i did a small data set on -0.01V , +0.1V and +0.05V and i instanly crash on all of them
