The 'System' screen in Windows doesn't always display the precise amount. Storing a 4GB stick and stating 3.45 might be acceptable. Check Task Manager and check the performance section to confirm it shows around 4GB (or a similar value). You can also try using both sticks, as the System screen might be giving an inaccurate figure; Task Manager may then display a higher amount like 8GB.

You do know you can take screenshots with the Windows Snipping tool? What motherboard is that and what RAM is installed (manufacturer, model number)? I've also never seen Windows report hardware reserved as 0.0 PB (Petabyte)... makes me suspect something is either messed up with the installation or something is broken.
