When BIOS isn't accessible, reset the CMOS storage. Restart once more and the BIOS display should appear.

Initially, what made you set up this thread? Second, turn off the game boost. Just PBO is sufficient for this processor. If timing or voltage remains stable, reset the CMOS. You might also try reinstalling the CPU cooler—ensure the bracket is secure and reapply paste. Also check that the pump and cooler connections are tight.

70°C during browser use on an X3D chip is normal. The expanded Vcache serves as an extra layer between transistors and the IHS. Combined with AMD chips' tendency to increase clock speed when overheating, it leads to a sharper temperature rise. You should remain okay until you reach 90°C, and with adequate cooling you shouldn't exceed that even under heavy load. How's your CPU cooling setup? For reference: My 7800X3D uses a Peerless Assassin fan with PWM set continuously at 30% until reaching 90°C—currently at 71°C with only webex running. The highest I've seen was 85°C after an hour of Hanbrake. Your BIOS problem likely stems from a version issue; consider updating, resetting CMOS, and retrying. Have you tried removing and reinstalling FanControl? I've faced similar issues recently (GPU-related—ADLX pluin performance dropped) and a fresh install resolved it.

PBO functions by adjusting performance settings, and you can locate it in your BIOS or system settings. After turning off game boost, you should see the PBO option available for configuration.
