It's around 70% during gameplay, but my PC is behaving oddly. I can't start from BIOS and the fan control isn't responding.

It doesn't seem probable. Verify HWinfo64 (select sensors only) when launching the program. Begin a game and let it run in the background. After a while, you can review peak temperatures. Make sure PBO is enabled; the game includes an MSI auto-overclock feature.

Hm, okay... So you had a failed boot into Windows. Did you make any changes to the BIOS before starting up your PC the first time? Also please write down full PC specs.
