The video resolution is low, which explains the lack of detail.

Jaggies stem from GPU issues, not CPU performance. Even though the CPU doesn’t influence graphics directly, it can cause bottlenecks if it struggles with the GPU. GTA 5 is quite demanding on the CPU, so an i5 might assist, but it likely won’t resolve the jaggies.

It's one of those titles where I'm puzzled about the green team's advantage. Maybe the tiling mechanic played a role?

I discovered that MSAA x2 and FXAA produced the optimal outcomes for jaggles, though I was also working at 1620p which played a significant role too. This was using my 3570k and SLI 760 4GB.

Maybe there isn't enough VRAM available.

You might want to try VSR/DSR mode, which lets the game use a higher resolution than your screen and turns off AA. From what I've seen, this improves overall picture quality and sometimes boosts performance since some AA can be tough on the system. Right now I'm using 1440p VSR (1080p display) at high/very high settings with minimal AA, and the jaggies are nearly gone. It usually runs around 70+ frames per second. As others have mentioned, this setting is terrible for jaggies and hard to eliminate without pushing AA to its limits. The downside is it drops FPS. The best approach seems to be settling for a balance you can tolerate. I prefer smooth performance over perfect visuals.

I'm really let down by GTA V... it only runs on 2 GB, and the graphics are terrible—look how ugly they look with 5000 jagged edges!

It seems like you're satisfied with your current situation. I've come across games that are much less enjoyable.
