Gta v delivers a tough experience. It may appear visually impressive, but it doesn't fit well with a mid-tier build such as 4460 and 780ti. At 970 chokes in dense grass, using mostly maximum settings at 1080p with medium grass settings.

It could be related to your 4K display. Even simple games wouldn’t show such sharp lines.

I just speak up since their specifications seem doubtful. Trying to pressure someone about their specs or tech skills doesn’t fix an issue, and if it was resolved they wouldn’t need to raise these points, would they?

Consider adjusting the override AA setting in your GPU control panel. Choose the option that uses the least strain while maintaining acceptable performance. The best scenario would be downscaling from 1440p, which is what you're currently doing, but it seems your GPU can't manage higher settings beyond the lowest.

Recommendations are helpful, which is why such platforms exist. Suggesting someone that complaining won’t help is not wise. If everyone simply followed the created rules without criticizing them, would the results be identical?
