I completely understand your point, but he has a 1600x900 screen and is achieving performance comparable to mine. In the beta of Battlefront, I was consistently reaching up to 70fps.
You seem to have a much stronger GPU than expected, your own configuration is far below 900p on ultra settings, or you're just looking up at the sky. Regardless, the performance will likely feel closer to 30 at that resolution, maybe even lower. For Battlefront specifically, I couldn't tolerate 30 fps when competing online. I hope your brother can handle it too.
I mentioned I can reach up to 70fps occasionally. That wasn't meant to describe the typical performance. My usual speed was around 35 to 50fps.
