Other nations? That counts? Not really. These are OEM keys, which are partial licenses bought in large quantities by companies and schools. The surplus keys they don’t require are often resold, and that’s where you find them. These keys provide full access to all window features except reinstallation, so you’re limited to one use per key.

It's completely fine to reinstall as many times as needed, the only rule is you can't move the key to another device.
