Issues with GTA 5 performance

I currently own an i3-6100, 6 GB DDR3 memory, and a GTX 1050ti SC. I’m experiencing severe stuttering while driving, which is really annoying. I’ve seen YouTube tutorials about this setup and they didn’t mention such issues. My RAM uses dual-channel, so you might be wondering what’s causing the problem. I’ve tried reinstalling the game multiple times (which was difficult because of slow downloads) and updated my GPU drivers. P.S. Please let me know if this isn’t covered in the right forum.

While operating a vehicle, especially in cars, I’m comfortable navigating the city. However, once I switch to another type of vehicle, my performance drops significantly.

CPU and GPU typically operate between 85-99%, but during heavy use they rise to nearly 99%.

The CPU shouldn't reach 99% usage during gameplay. A RAM constraint could also cause performance issues.
