It seems the choices available won’t really alter anything. It looks like purchasing most air coolers under $40 would be better than sticking with the built-in one on your Ryzen, since the performance gap shouldn’t be huge. If you’re replacing the stock cooler, opting for a mid-to-high-end model or an all-in-one unit makes more sense, as lower-end options won’t provide much benefit.

I previously had a 240mm Corsair AIO. It performed well even without the mounting brackets; I secured it to the board using zip ties.

The 212 evo performs significantly better than the wraith stealth. Stock coolers work best when the surrounding temperature is reasonable.

I took out the cooler and the processor. Sadly, the cooler got stuck to the processor and somehow came off the board! Everything seemed fine, so I reapplied the thermal paste and put it back. But now it won’t turn on at all! I’m not sure what to do next...

This was a frequent error. You had to heat the thermal paste first, then twist it to separate while lifting. Were you damaging any CPU connections?
