I've adjusted my CPU to 4.5 ghz. Would this lead to throttling on the motherboard I own? Also, does the CPU reach 4.5ghz when it's working hard, but drop back to 800 MHz when not under heavy load, while it stays at 4.2 GHz during idle times?

Monitor temperatures while under load, I think it's overheating and throttling. Any cooler suggestions? A Corsair H60 would work.

Here are my current temps:
Core 0: 46C (116F), 43C (109F), 74C (165F)
Core 1: 47C (116F), 44C (111F), 77C (170F)
Core 2: 50C (122F), 46C (114F), 78C (174F)
Core 3: 47C (116F), 44C (111F), 79C (174F)
Package 50C (122F), 47C (116F), 79C (174F)

It seems like you're likely dealing with a problem. A $50 air cooler would be a significant improvement over the current setup. Make sure to perform a CPU stress test and verify temperatures for confirmation.

The CPU will reduce performance if it overheats... running synthetic tests isn't very helpful since these demands are much higher than what most programs can handle. If you manage to execute RoG Real Bench, an actual benchmark app, you'll have confidence that no game or program will cause throttling. Monitor temperatures and core voltages with HWiNFO.

Uncertain if the idle temperatures were misleading. Let's perform a stress test and check the maximum temperatures.
Edit: Oops, I misread that earlier. Was it throttling during that period? I need to review the temperatures after it stops throttling.
Second question about the throttling reason.

Maybe because my motherboard isn't extreme overclocking certified, it's only Pro OC Certified. Here might be useful info.
