Is it choppy or why do you think it's throttling? For instance, when I play Doom 2016 the frame rate is at 180 fps then drops to 90 fps and then increases again in an endless cycle. To address your concern, it could be the motherboard.

At these readings it isn’t throttling. A superior cooler would be beneficial....

I'll run the Furmark and other Unigine benchmarks for you, and you can expect around 10 to 15 minutes for the results.
Don't rely on any standard Unigine benchmarks. Valley is extremely demanding on the CPU, and Heaven is equally problematic. Superposition or consider 3D Mark Timespy / Firestrike tests.
This doesn't seem to stem from a CPU problem... though I'd check the GPU first.
