Temps are a bit warm but still within safe limits, so I don’t think that’s the main concern.
I’d like to verify that the system is using the 1650 rather than the iGPU on the CPU.
In the diagram below, the highlighted areas should include ports like HDMI. These are the connections you want to use, not the vertical ones on the motherboard. (I couldn’t find a model with a clear picture showing a dedicated GPU.)
Also, make sure the 1650 drivers are current; outdated versions can lead to performance problems. Install the latest ones.

During driver installation, you can download the Nvidia Geforce Experience, which automatically adjusts graphics settings for most games and monitors. This is ideal for users who prefer not to manually tweak settings.
Finally, confirm whether your computer is connected to a 4K TV. If it is, the GTX 1650 won’t be sufficient for running the new Star Wars titles smoothly.

Yes, so I connected my monitor to the device you mentioned in red. The HDMI cable from the motherboard I have is rarely used, it's only connected when I need to run my desktop on PC. The driver isn't up to date, though I usually update it; it doesn't solve the issue. I've installed the game on the PC itself (Jedi Fallen Order), and Starbound is available on Steam and also on the Portable HDD I think. I play other games from Steam on the HDD too, such as Dead by Daylight and Overwatch, and everything works perfectly. I'll definitely give it another try! Thank you!

What is the display resolution you're using? If it's higher than 1080P, you might experience subpar performance even at lower settings on the 1650.
