I have an i7 9700 intel at 3.00Ghz... but it performs poorly. I can't even run games like Starbound without the RAM slowing down. The video card is average, its an RTX 1650, though not bad. I attempted overclocking in the BIOS, but it's locked with no option to enable it. I also can't access XMP settings. Should I need to purchase a completely new motherboard... or are there any solutions I can try?

Your RAM is running at the same speed as it was designed for, so there’s nothing to overclock. If you’re looking for improved gaming performance, consider upgrading to a better graphics card.

Without K that CPU remains locked during overclocking, will it reach 4.7GHz under full load? XMP should function if the RAM supports it. With 2133MHz RAM, XMP won't work.

The h170 and 9700 models do not work together. Verify your equipment carefully.

1) Are the CPU and GPU temperatures checked?
2) Have all drivers been updated via Dell's site? Chipset, SATA, LAN, VGA, audio?
