I7 4790k runs at 4.7ghz with a Voltz of 1.200. The temperatures recorded using prime95 70c during a 15-minute run indicate the voltz appears low for that OC.

If the voltage you demonstrated is under load, whether in operation or otherwise, and the temperatures match your expectations, then there are no immediate concerns. However, setting the voltage to manual mode could cause it to idle warmly. You should conduct additional stability tests because a crash during an update or installation might lead to significant issues. It’s important to confirm full stability rather than just partial stability, and 15 minutes may be sufficient for testing.

if it's stable then you're lucky, but 15 minutes is just a basic check. a proper test should take 4 to 8 hours.

Max suggested a Vcore of 1.3 for the 4th generation CPUs... I plan to run several artificial tests to check stability.

If you start a game and apply msi afterburner while enabling CPU power, the output reaches 1.5w.

if it reaches 1.5 volts you're likely to face heat problems and instability, right? unless you have enough voltage to handle it, it shouldn't happen.
