If the same tasks that trigger the problem in regular mode aren't causing it in safe mode with networking, begin checking the installed programs first. Initially, try disabling any antivirus or firewall software. Make sure it's fully removed using the tool from the program's provider. Incorrectly functioning antivirus or firewall can lead to unexpected behavior such as freezes, just like what you've experienced.
