On Windows 7 you can remove user files such as documents, music, pictures and other similar items, along with the appdata folder. However, simply deleting them from Windows won’t fully erase everything—it’s safer to use a shredding tool. Your Public folder and installed programs stay, but you can uninstall them. Note that because it’s Windows 7 Starter, a clean installation with the OEM license isn’t possible due to legal restrictions on obtaining the Starter ISO. Installing Windows XP will be extremely challenging and may require extensive effort, so consider securely wiping your current setup with reliable erasing software over several days. Good luck!
Sadly Windows Starter doesnt work like other versions, and you can't get an installer for it. What files are you concerned about getting rid of? Clean out your public folders, remove your programs and make sure you clear up anything you've put in places other than "Libraries" and the desktop. Edit: If you're really worried about people getting hold of the data on the drive you could DBAN the whole thing then install Windows 7 Home Premium as a trial. This WILL reduce the value of the system as the person you sell it to will need to buy a new Windows 7 license to use the PC, but it will get rid of all the data on the drive so it cannot be recovered. Just note that this cannot be reversed and I wouldn't really recommend it unless there is super valuable data unaccounted for on the PC.

I've mentioned before that you can't obtain the installation media for Starter editions. You'll need a secure file shredding tool to erase the entire folder from your browser under [username]\appdata\local, and possibly roaming as well. This is where the browser keeps data like browsing history and saved passwords.
