Uncertain if my chip or RAM is faulty, but it won’t accept the CL15 setting. It works fine with CL16. Also, at CL14 it crashed immediately.

The same HyperX Fury memory I've used gives me the best performance around 3600mhz at 1.3v. I recommend giving it a try. For even tighter speeds, you might need higher-speed RAM. The Fury uses Nanya dies, which aren't ideal, but it still matches the Infinity Clock perfectly.

It seems the device resists setting the CL value to 15. I adjusted it to 15, but the BIOS still displays 16.

I believe the downgrade mode is intended for that purpose, to boost stability. But shouldn't focusing on hitting 3600MHz first be your main goal, with timing adjustments coming later? Consider my recommended settings and then refine the timings once it works. (Uncertain if this advice is accurate!)
