The 3600 offers superior performance compared to 2700x in most scenarios unless the workload is strictly multi-threaded. Whenever feasible, choose the 3600. Yes, Zen 2 provides a more efficient IMC than Zen+ and Zen 1.

Ryzen 5 3600 and above makes a great pick. I didn’t really pay attention when it launched, but you might want to consider Zen 3 later.

Is the B450 Tomahawk compatible with Zen 3? Also, if it does, is it worth getting something new? We’re not sure if Zen 3 will face issues since Zen+ and Zen 2 have been available for some time, so problems might already be resolved. You can be more confident in your purchase.
