Check my setup isn't top-of-the-line, but it works. My CPU caused issues mainly in BF4, and the GTX 580 wasn't used much. After resetting my cores to 38-60FPS in Siege of Shangai, I now see 60-100FPS without any changes.

No need to worry, unparking doesn't harm CPUs in the long run. You can safely do it.

You're asking why higher frame rates are necessary, especially since 60 FPS is sufficient unless you're using a very high refresh rate display.

I've significantly boosted my graphics settings to 2xMSAA plus HBAO, and it's incredibly smooth and responsive now. It feels like a completely different PC—wow! I plan to further optimize my GPU as well to squeeze even more frames.

No, go against that. You're not considering anything beyond 60 FPS—it's just unnecessary and a waste of power. Don't make me sound stupid, but this is important enough to report. Also, save some money on your electricity bill and enable VSync.
