V-sync aims to cap the frames per second at a specific value to avoid screen tearing, which is why it restricts to 24 even when set at 60. Many users simply overlook it, just like I do.

Payday 2 really enjoys breaking things, VSync is essential. Edit: consider enabling VSync at 135 frames per second, which seems to help you.
