It depends on your standards. 240p at 1 FPS? That’s what you get with basic specs—HD 4000 graphics, which matches a budget Intel I5 or I7. Those should be affordable now. There are plenty of used Dell and Lenovo options available.

The laptop is clearly not compatible with the game. Launching it would be surprising. Although some users managed to get it running on a gtx9800, it was very unstable and often crashed. The performance was also quite poor. This GTX9800 is significantly more powerful than your 9600M. In short, your laptop is no longer suitable for gaming around 2013—about nine years ago. Even games that were once updated well, like WoW, are now much harder to run, and Minecraft will likely not work at all these days.
