if your budget is tight, i’d begin by upgrading your graphics card. the old radeon 480 is limiting you more than your cpu. a 5600x can still perform well for some time and can be upgraded later once you save more. then you can choose between getting a 5700x3d or 5800x3d, or building a completely new am5 or intel platform using pcie 5.0 and DDR5. are you asking about the cost in us dollars, pounds, euros, or another currency? what is your location?
CPU/Memory determines the highest possible frame rate a game engine can handle. GPU controls the maximum resolution or detail you can achieve while using it. When you boost resolution and graphics settings, CPU becomes less critical as long as it can keep up with the GPU. Performance peaks when you prioritize speed, making the CPU the bottleneck.
AM5 X3D processors are the best for gaming right now .
but they are not so good in cpu demanding work tasks -
so there is a trade-off .

Rtx 5060Ti is roughly 35% slower than the RTX 5070, but it definitely moves you toward a new platform.

9600x offers the top gaming cpu under $250 when using the AM5 platform.
still, if you prefer not to upgrade often, 9700x could be a better choice because it has eight cores.

if you're in the US, adata core reactor II power supplies (not VE) are quite affordable right now and reliable.
an 850w unit would suffice for now, but a 1000w unit is better to consider for future upgrades.
My previous PC ran smoothly on a 5600x with a 3060ti, and it performed well. I considered upgrading to a new motherboard and DDR5 RAM for better performance. If I had the choice between CPU or GPU, I would have picked the GPU. The only upgrade I found that fits the budget is the 5800x3d, which is no longer available. It could be worth replacing your RAM if it feels slow—32GB should suffice for gaming.
