the cpu should ideally have a better gpu, but a lower-end one like rtx4060 or b580 would also function quite well

4060 isn't a good deal right now, the best you can get is $340, which is typical though still high; it has been around $380 lately. The 5060 should be similar in price soon.
B580 is a solid option if you can find it under $300, currently around $350, but it drops to $400 and up. It's usually available in stock in Europe and Canada.
B570 are more readily available, though not as impressive as models like 7600 XT for the price.

Removed items that are out of stock and at least 200% superior to the rx480. Excluded the 5XXX line.
The 7600xt also works well, around $375 and 150% better.

But as I mentioned before and others have advised:
your existing CPU may still function for some time if you wish to postpone upgrading
yet in certain situations your GPU could become a bottleneck
and slower memory can further reduce CPU efficiency
regardless, I would caution against purchasing older Radeon X800/X700 chips with FSR3 or similar
Intel GPUs offer limited raw power and are mainly budget-friendly builds
even the RTX 5060Ti outperforms the Arc B580...
consider upgrading to a new Radeon 9070/9070xt
or an NVIDIA RTX 5070, then tackle the rest later if needed
(9070xt would likely need a PSU upgrade just to be safe)
