In the UEFI settings, enabling 'advanced CPU' and AMD Overclocking should allow you to configure both CCD0 and CCD1 properly. Make sure all cores are set to 1,1,1,1,1,1,1,1. If this isn't working as intended, it might be due to a hardware fault or a strange UEFI behavior that isn't obvious at first glance.
Ensure the core settings are applied correctly from the menu. Press Enter twice if needed. For reliability, rework those two sections with all ones. If this doesn’t get you to the desired performance, file a support ticket with Asus and walk them through your steps. Be careful—they may push you toward flashing a new UEFI, which could resolve the issue. I wouldn’t recommend showing this part to them unless you’re confident they’ll handle it properly.
I think it should be near 36k, that’s pretty close. A boost from 4.8 to 4.9GHz across all cores should reach around 36k. If you check Task Manager while the run is active and look at the CPU performance section, it confirms the boost. "R9 7950x3D +200/-15mV CPPC prefers cache 5.25GHz CCD0 5.9GHz CCD1 Max. Plus 36k R23 score with 4.7GHz-4.8GHz all core." From my notes, lol.
I turned on docp tweaked and ram at 5800. This was during a cinebench run, and the clock stopped at 5.1 ghz.
