You're asking about why the default skip profile isn't sufficient. After enabling a workaround, your PC does restart once to implement the changes. Is it restarting more than once?

Is the BIOS current? If yes but malfunctioning, try a reduced frequency. Additionally, you need to adjust the base clock manually; your board is enhancing performance for unfair advantages.
