I’m using a tool to monitor power consumption. Your old 5900x running at idle was around ~50W, which seemed reasonable with C-states off. The I/O die consumes a lot of energy even when idle, and you can always run a Negative Curve Optimizer, though it mainly helps core power. Have you updated your BIOS?
