20% load refers to what percentage of the system's capacity is being used on average or on a single core. It’s typical for most devices. The 120W full-power setting is also within normal ranges. For clarity, please share your power draw data and some hardware info screenshots.

Ofc if there is something using 20% of your CPU + what are the temps you are getting while running it ? btw any monitoring software running while CB is benchmarking will affect the score in negative way.
