It seems the problem is likely with the CPU itself. The drive loads and downloads are working fine, 3DMark showed normal usage, but throttling still occurs. You might want to check for overheating, BIOS updates, or hardware faults.

@Ebola-Virus Consider using ThrottleStop. https://www.techpowerup.com/download/tec...ottlestop/ Share some screenshots of the different windows when your CPU is slow. The Limit Reasons window highlights frequent throttling causes. Power limit and BD PROCHOT issues are typical.

You're seeing an unusually low clock speed displayed in Task Manager. Since BIOS doesn't allow direct changes, you might need to check your motherboard's BIOS settings or consult the manufacturer's documentation for alternative methods to adjust performance parameters.

When the system slows down, ThrottleStop will display its findings. The Task Manager won’t alter the situation, so avoid displaying it. Are any red indicators appearing under Limit Reasons?
